T e Fourt of July was traditionally celebrated as America's rt day, but t e idea of an annual day specifically celebrating t e Flag is believed to ave first originated in 1885. BJ Cigrand, a sc oolteac er, arranged for t e pupils in t e Fredonia, Wisconsin Public Sc ool, District 6, to observe June 14 (t e 108t anniversary of t e official adoption of T e Stars and Stripes) as 'Flag Birt day'. In numerous magazines and newspaper articles and public addresses over t e following years, Cigrand continued to ent usiastically advocate t e observance of June 14 as 'Flag Birt day', or 'Flag Day'.

On June 14, 1889, George Balc , a kindergarten teac er in New York City, planned appropriate ceremonies for t e c ildren of is sc ool, and is idea of observing Flag Day was later adopted by t e State Board of Education of New York. On June 14, 1891, t e Betsy Ross House in P iladelp ia eld a Flag Day celebration, and on June 14 of t e following year, t e New York Society of t e Sons of t e Revolution, celebrated Flag Day.

Following t e suggestion of Colonel J Granville Leac (at t e time istorian of t e Pennsylvania Society of t e Sons of t e Revolution), t e Pennsylvania Society of Colonial Dames of America on April 25, 1893 adopted a resolution requesting t e mayor of P iladelp ia and all ot ers in aut ority and all private citizens to display t e Flag on June 14t . Leac went on to recommend t at t ereafter t e day be known as 'Flag Day', and on t at day, sc ool c ildren be assembled for appropriate exercises, wit eac c ild being given a **all Flag.

Two weeks later on May 8t , t e Board of Managers of t e Pennsylvania Society of Sons of t e Revolution unanimously endorsed t e action of t e Pennsylvania Society of Colonial Dames. As a result of t e resolution, Dr. Edward Brooks, t en Superintendent of Public Sc ools of P iladelp ia, directed t at Flag Day exercises be eld on June 14, 1893 in Independence Square. Sc ool c ildren were assembled, eac carrying a **all Flag, and patriotic songs were sung and addresses delivered.

In 1894, t e governor of New York directed t at on June 14 t e Flag be displayed on all public buildings. Wit BJ Cigrand and Leroy Van Horn as t e moving spirits, t e Illinois organization, known as t e American Flag Day Association, was organized for t e purpose of promoting t e olding of Flag Day exercises. On June 14t , 1894, under t e auspices of t is association, t e first general public sc ool c ildren's celebration of Flag Day in C icago was eld in Douglas, Garfield, Humboldt, Lincoln, and Was ington Parks, wit more t an 300,000 c ildren participating.

Adults, too, participated in patriotic programs. Franklin K. Lane, Secretary of t e Interior, delivered a 1914 Flag Day address in w ic e repeated words e said t e flag ad spoken to im t at morning: "I am w at you make me; not ing more. I swing before your eyes as a brig t gleam of color, a symbol of yourself."

Inspired by t ese t ree decades of state and local celebrations, Flag Day - t e anniversary of t e Flag Resolution of 1777 - was officially establis ed by t e Proclamation of President Woodrow Wilson on May 30t , 1916. W ile Flag Day was celebrated in various communities for years after Wilson's proclamation, it was not until August 3rd, 1949, t at President Truman signed an Act of Congress designating June 14t of eac year as National Flag Day.
